APN-related Bills in NJ's 219th Legislature to follow

With the Second Annual Session of New Jersey’s 219th Legislature recently underway here is a reminder of the nurse practitioner related bills that AANP is monitoring in New Jersey:
 
Assembly Bill 1760 – The Consumer Access to Health Care Act
 
This effort seeks to modernize the nursing practice act and retire physician involvement in nurse practitioner practice. As introduced, this bill would:
  • Eliminate the requirement that an advanced practice nurse (APN) maintain career long joint protocols with a collaborating physician in order to order medications and devices. An APN with fewer than 24 months or 2,400 hours of licensed, active, advanced nursing practice would be required to have a formal collaborating agreement with a collaborating provider in order to prescribe medication. A collaborating provider may be either a physician or an APN.
  • Authorize APNs to sign, stamp, verify, or endorse a document which requires the signature, stamp, or verification, or endorsement of a physician.
  • Require an APN to complete 10 continuing education contact hours in pharmacology during each biennial period.
Assembly Bill 1781/Senate Bill 882 would authorize a psychiatric advanced practice nurse who has a formal written affiliation with a screening service to complete the clinical certificate required for the involuntary commitment of a patient. If the patient has been referred through a screening service, a psychiatric APN may only complete the certificate if a physician or psychiatrist actively participates in at least one step of the process.
 
Assembly Bill 1773 would create a tuition reimbursement program for eligible APNs who contract with the Higher Education Student Assistance Authority to provide mental health services in an underserved area for a certain number of one-year periods, up to four years. Tuition reimbursement shall equal 25 percent of the tuition expenses for the lowest one academic year for each full year of service in the program, with total reimbursement not to exceed 100 percent of the participant’s expenses for one academic year.
 
As introduced, Senate Bill 390/Assembly Bill 5141 would require all prescriptions to be transmitted electronically and provides for exceptions in certain circumstances.
